Guerrillas Said to Curb Relief

GENEVA, Oct. 4 (Reuters)— East, Pakistani guerrillas have been frustrating efforts to distribute United Nations relief supplies throughout East Pakistan, Assistant Secretary General Paul Marc Henri said here today.

Mr. Henri, appointed in August by Secretary General Thant to coordinate humanitarian aid to East Pakistan, said at a news conference here that no United Nations officials had been attacked by the guerrillas but the uncertain situation was making relief operations difficult.
