West Bengal Leaders Quit

CALCUTTA, India, June 28 (Reuters) — The West Bengal state government resigned to day because of a deterioration in law and order aggravated by the influx of more than five million East Pakistani refugees. Direct rule from New Delhi was expected within the next few days for the third time since February, 1968.
